The area was originally home to the Tocobaga people.

Around 1835 the U.S. Army built Fort Harrison, named for William Henry Harrison, as an outpost during the Seminole Wars; the site was rediscovered in 1962 when University of South Florida archaeologists excavated an underground ammunition bunker.

Tourism took off after the Orange Belt Railway reached the settlement of Clear Water Harbor in 1888.
