Folsom grew from the Gold Rush; the original townsite, called Granite City, was laid out by railroad engineer Theodore Judah and recorded in Sacramento County on December 28, 1855.

The town was renamed for Captain Joseph Libby Folsom, who had bought the land from the estate of William Leidesdorff and died on July 19, 1855.

On February 22, 1856, the first train on the first railroad in the West arrived in Folsom from Sacramento.

Folsom's Assay Office served as the western terminus of the Pony Express, which operated from April 1860 to October 1861.
