Local History

The city was founded in 1870 by Reverend Lemuel Webber as a Presbyterian temperance colony, taking its name from the Westminster Assembly of 1643, and early residents pledged to abstain from alcohol.

The 1947 federal case Mendez v. Westminster struck down the segregation of Mexican-American schoolchildren, a precedent that predated and informed Brown v. Board of Education in 1954.

Westminster was incorporated in 1957 with about 10,755 residents, having briefly been proposed under the name 'Tri-City.'

After the fall of Saigon on April 30, 1975, Vietnamese refugees, many processed through nearby Camp Pendleton, settled here; Little Saigon grew from around 30 shops in 1979 to hundreds by the early 1980s.

Culture and Community

The Asian Garden Mall (Phuoc Loc Tho), opened in 1987 on Bolsa Avenue, was the first and largest Vietnamese-American shopping mall, with a food court serving pho, banh mi, sugarcane juice, and Vietnamese iced coffee.

The annual Tet (Lunar New Year) Parade and festival draw about 20,000 people, with firecrackers set off in front of the Asian Garden Mall to start the parade and contests for ao dai wear and banh chung making.
